U.S. Congressmen Howard Berman and Mike Pence have submitted a bill “On Responsibility for Genocide” to U.S. House of Representatives. American Assembly of Armenia reports that the bill suggests punishment for any genocide committed outside the United State or against non-Americans.

“The bill is very important for USA to impose responsibility against persons engaged in such crimes, in cases when they stay unpunished,” Howard Berman says.

According to the current American legislation, crimes committed only within the borders of the United States or against American nationals outside the United States are considered genocide. Even though the U.S. Justice Department has unveiled the names of genocide organizers in Rwanda and Bosnia, who currently live in USA, the department has no right to summon these people or institute a legal case against them.
